Virginia Francis Evans was born in Anthony, Kansas on the 20th of July 1913. Some historical documents list her name as Virginia Frances Evans and some as Frances Virginia Evans.

Her father was Thomas Madison Evans (1886–1946) and her mother was Jane Clarke Evans (1886–1952). Virginia had one sibling; a sister named Marion Evans (1915–1984). Her father was born in Kentucky and her mother was born in Missouri. Her sister was born in Oklahoma after the family moved to Stroud.

Mr. Evans inherited a lumber yard named 'Evans Company' from his father and being the manager of the business he became successful and rich.

Mrs. Smith later met Willetta Horner and she moved into the apartment also. Mrs. Smith later became three months late on the rent. The apartment manager full payment for the three months and the next month's rent or he would evict them. Mrs. Smith blamed the issue on the two girls living with her and ordered Willetta to found a new place to rent.

Willetta found a rent home where the three woman stayed temporarily. Willetta eventually found the duplex at 10 East 21st Street and the three women moved and lived there for the next five years.

After the arrest of Mrs. Smith in March of 1944 Willetta stayed with Virginia at her family home in Stroud. Later that year Willeta moved to Tuscon, Arizona where she got a job as an office worker.
